Mogrus initialization fix, gitea PRs, regexp fix.

Fixed Mogrus initialization to pass log level. Configuration to
follow.

OpenSAPS now fully working with Gitea's pull requests.

Fixed URL/URL names regexp for Gitlab and Gitea to include "+" in
them.
